Today, as artificial intelligence and digital technologies reshape global value chains, the island is preparing its next economic transition.<\/p><p>At the heart of this ambition lies the creation of a new High-Tech Special Economic Zone (SEZ) at C\u00f4te d&#8217;Or\u2014an initiative unveiled in the 2026\/2027 National Budget that seeks to reposition Mauritius as a regional platform for artificial intelligence, digital services and advanced technologies.<\/p><p>The project reflects a broader reality. As geopolitical tensions, supply chain disruptions and the race for technological sovereignty redefine international investment flows, countries are increasingly competing not only on labour costs but on their ability to offer secure, innovation-driven ecosystems. For smaller economies, the challenge is clear: remain relevant or risk being bypassed.<\/p><p>Special Economic Zones have long served as catalysts for industrial transformation, combining<u>\/<\/u> regulatory flexibility, world-class infrastructure and targeted policy incentives to attract investment and accelerate technological development. Mauritius is now seeking to adapt this model to the digital age.<\/p><p>The proposed zone, spanning 83 arpents at C\u00f4te d&#8217;Or, aims to become a specialised ecosystem dedicated to artificial intelligence, digital finance, advanced business services and technology companies developing solutions for African markets. The objective is not merely to host businesses but to create an environment where innovation, capital and talent converge.<\/p><p>The country&#8217;s proposition rests on a combination of structural advantages. Mauritius offers political stability, an independent legal system, a sophisticated international financial centre, extensive investment protection agreements and preferential access to regional markets through multiple trade arrangements. Combined with its bilingual workforce and strategic position between Africa, Asia and the Middle East, these attributes have long underpinned its role as a gateway for investment into the African continent.<\/p><p>The government hopes the new SEZ will attract a new generation of investors\u2014from digital banks and cross-border fintech operators to payment infrastructure providers, digital asset service companies and artificial intelligence firms seeking a stable jurisdiction from which to expand across Africa.<\/p><p>Knowledge transfer will be central to that ambition. Partnerships between international technology firms, Mauritian universities, research institutions and local start-ups could strengthen domestic capabilities in artificial intelligence, cybersecurity, software engineering and advanced manufacturing.
