Notice to exporters – Export Incentives Schemes Financial Year 2026-2027
The Government, in the Budget 2025-2026, announced the gradual phase-out of the following Export Incentive Schemes over a two-year period, from 1 July 2025 to 30 June 2027:
- Freight Rebate Scheme (FRS)
- Trade Promotion and Marketing Scheme (TPMS)
- Export Credit Guarantee Insurance Scheme (ECGIS) and
- SMEs Refund Scheme for Participation in International Fairs
The Economic Development Board (EDB) wishes to inform all exporters of the applicable refund rates and Terms and Conditions for the Financial Year 2026-2027 covering the period 1 July 2026 to 30 June 2027.
1. Special Rates Applicable to SMEs and Small Producers/Planters
In accordance with directives of the Ministry of Finance, the refund rates applicable during Financial Year 2025-2026 will be maintained for an additional six (6) months, from 1 July 2026 to 31 December 2026 for:
- SME Exporters with an annual turnover less than MUR 100 million; and
- Small Producers/Planters
Under the applicable schemes.

• First-Time Exporters (Annual Turnover less than MUR 20 million): Refund of 27% of Basic Ocean Freight Costs up to the maximum of USD200 per 20ft and USD400 per 40ft, for a period of 1 year • Other Eligible Exporters (Annual Turnover less than MUR 100 million): Refund of 17% of Basic Ocean Freight costs up to the maximum of USD200 per 20ft and USD400 per 40ft.• Cap of MUR 1.5 million per company for 6 months |
• First-Time Exporters (Annual Turnover less than MUR 20 million): Refund of 13% of Basic Ocean Freight Costs up to the maximum of USD200 per 20ft and USD400 per 40ft, for a period of 1 year • Other Eligible Exporters (Annual Turnover less than MUR 100 million): Refund of 8% on Basic Ocean Freight Costs up to the maximum of USD100 per 20ft and USD200 per 40ft. • Cap of MUR 1 million per company for 6 months |
2. Rates Applicable to Other Categories and Schemes
The following refund rates and conditions shall apply to Large Companies and to the other Export Incentive Schemes for the Financial Year 2026–2027:

3. Phase-Out of the Export Incentive Schemes
The above Export Incentive Schemes are being progressively phased out and will cease on 1 July 2027.
Exporters are therefore advised to take note of the applicable refund rates, eligibility requirements, annual caps and other terms and conditions governing each scheme.
