The National Contact Point Mauritius (‘NCP Mauritius’) was established pursuant to Section 27J of the Economic Development Board Act and the Economic Development Board (National Contact Point) Regulations 2023 to give effect to the RBC objectives under the OECD Investment Declaration.

National Contact Points are government supported mechanisms established by adherents to the OECD Investment Declaration to further the effectiveness of the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct (‘OECD MNE Guidelines’). The NCP Mauritius has a dual mandate: (1) to promote the OECD Guidelines for Multinational Enterprises (MNE Guidelines), and (2) to provide a non-judicial grievance mechanism for addressing issues arising under the OECD MNE Guidelines.
The OECD MNE Guidelines are one of the instruments under the OECD Investment Declaration and contain comprehensive government-backed international standards on RBC. The OECD MNE Guidelines provide recommendations addressed by governments to multinational enterprises operating in or from adhering countries, covering RBC areas including human rights, employment and industrial relations, the environment, combating bribery and corruption, consumer interests, science, technology and innovation, competition, and taxation.
Through a risk-based due diligence approach, the OECD MNE Guidelines encourage enterprises to identify, prevent, mitigate and account for adverse impacts associated with their business operations. To complement the OECD MNE Guidelines and further support enterprises in implementing these recommendations, the OECD has also developed the OECD Due Diligence Guidance for Responsible Business Conduct as sector-specific due diligence guidance to assist businesses in applying responsible business practices in particular contexts, including minerals, agriculture, garment and footwear, extractives and financial sector.
Role of NCP Mauritius in advancing RBC
NCP Mauritius operates under a hybrid governance structure comprising the NCP Secretariat, the Expert Panel and the Advisory Panel which operate distinct functions under their own policies and procedures, as part of NCP Mauritius.
