Mauritius is facilitating access to skilled talent with the introduction of a Government-to-Government (G2G) recruitment mechanism with India, providing businesses with a reliable, ethical and efficient pathway to recruit qualified workers.

Implemented by the Economic Development Board (EDB) in collaboration with India’s National Skill Development Corporation (NSDC), the initiative is designed to support business growth while addressing labour shortages across key sectors of the economy.

Employers gain access to a large pool of skilled and pre-screened candidates identified by the NSDC according to their specific requirements. The entire process is managed digitally through a centralised platform, making recruitment more efficient, transparent and predictable while ensuring that employers recruit workers with the right skills for their operations.

Eligible Employers and Sectors

The mechanism is open to companies, public sector organisations, NGOs, religious bodies and individual employers legally established in Mauritius. It covers a wide range of sectors facing labour shortages, including agriculture, construction, manufacturing, healthcare, hotels and restaurants, transport, wholesale and retail trade, information technology, education, financial services and several other professional activities. This broad sectoral coverage ensures that businesses across the economy can access qualified talent when local skills are unavailable.

A Simple and Structured Recruitment Process

The process begins with the employer submitting an online application through the National Electronic Licensing System (NELS). After reviewing the application, the EDB forwards it to the NSDC, which advertises the vacancies, screens applicants and prepares a shortlist. Employers then interview the selected candidates online or in person before issuing employment contracts. Once the candidate accepts the offer, the employer submits the Work Permit or Occupation Permit application. Prior to departure, jworkers receive orientation training in India, while employers arrange travel, accommodation and onboarding upon arrival in Mauritius.
